Look at how lifeless and robotic those background characters are. The scene starts off with them all sitting still in complete fucking silence. It's a cartoon that's less animated than real life. It should be noisey with a waiter scuffling round, a tipsy woman loudly spilling shit everywhere, an angry guy that demands more breadsticks but won't let his kids get a meal, fucking anything to make it a bit livelier.

Showing that much unnecessary background liveliness would be distracting to the focal point of the joke deliveries and be much more costly for production.
Those expectations sound completely unrealistic and highly irregular for an animated tv sitcom.
For a full movie production or a scene in a Disney movie sure, but this is fucking family guy man.
It's budget animation and cheap jokes formulaically designed to be efficiently mass produced at great profit. Get real.
