Nah, Eileen is just too smart for her own good. She cares for Rigby, but she's also a big perfectionist and likes to keep busy and keep moving herself forward. In that recent surprise themed episode it was pretty clear how things worked, and Rigbone is a perfect match since they're such negatives.
It's less dishonesty, more that she doesn't even realize if she's being too straight with things all the time. Whereas rigby is unpredictable, but a great guy when not sperging out.
