Aku actually took over the world. Granted, he needed to get rid of his nemesis... but he was able to do that successfully.
Him took over the world when the girls were gone, but then they came back in less than ten minutes and fixed everything.
I guess it's a draw? I bet Jack's sword would work well on Him though, it fucks up evil pretty good.

Imagine if the timeline Jack landed in was the timeline where Him was left unchecked and Mandark was doing his evil overlord thing on top of Aku ruling the world.
Him never actually really fulfilled his potential. It felt like he knew he could destroy everything if he really wanted to, but he instead wanted to break the PPG mentally because that was an actual challenge.
Aku was always inferior to Jack (obviously he had the sword, but that's like saying the PPG only win because they have superpowers, you work with what you have).
Both took full control of their worlds when the hero/es were gone, but I'd say Him could beat Aku.
