You know what, reading back how this thread went, I realized I got my experience with the term "police and thieves" mixed up with that of the Lat comic book I read.
I think I was used to the normal tag game - the 'it' guy being the one winning the water-bird-stone hand game (variant of rock-paper-scissors)...while the "police and thieves" was familiar to me as a part of long nonsense phrase (that I can't remember much anymore) used like "Eeny, meeny, miny, moe", also for game purposes!
