He wanted to fix it because Craig was upset, not because the town was.

Tweek did it to make the town happy, Craig did it to make Tweek happy. The post-breakup town montage had Tweek noticing his classmates being sad and watching his dad crying, while Craig wasn't there at all. In their next scene, Tweek starts off by saying he thought everything would get better if they broke up (implying it didn't) and suggests getting back together (implying that will fix it), but Craig says he can't be something just because everyone wants him to. He only becomes conflicted when Tweek leaves disappointed.
