It looks like at this point in time, Nora has the disease but Victor hasn't been caught in the explosion yet. But knowing Gotham, they'll push that event to occur 10 years early.
If i ran the zoo, I would have had Victor's plotline be his and Nora's relationship starting up and they get married and then the disease shows up. They could have spread it out to be so much longer but now we've got proto-Freeze on our doorstep and its likely he's doing petty crimes in order to pay the medical bills.
