Eh, I think the difference is that with few exceptions, DC's legacy heroes were bred for the new roles for years, sometimes decades even; fans accept Wally as Flash and Dick as Batman because they're familiar with those characters and it feels right and logical for them to step into their mentors' shoes. Even for a team like the JSA which is filled with legacy heroes, the majority of them are related by blood to the old heroes or were sidekicks.
When Marvel does stuff like making Jane of all people Thor over better choices like Sif or making X-23 the new Wolverine even though so much of her past characterization is about moving away from being Wolverine, it's just bizarre.
