Not to get all Lion King fag but it seems Kovu's mane tuft is sort of justifiable given that he has older than Kiara if Scar personally chose him as his successor. If Kiara in 2 was meant to be around young Simba's age, he would've been older than Simba was depicted in the beginning of Lion King too.
The rings on his ears partially fading also supports him being older, since he doesn't have them as an adult and Simba had them covering the entire edges of his ears as a cub.
