The second iteration was when they got serious about trying to be heroes, and that kept up for the most part until Warren Ellis' retool of the series.

If by 'legit' you mean wanted to be heroes heroes, it was still this same team about 20 issues in. Zemo was booted, the rest picked up the slack, Hawkeye came in and gave some much-needed good press and organization. Other folks came and went but the core team remained the same.
If by 'legit' you mean villains masquerading as heroes, 3rd iteration sounds about right. Whenever Ellis started. By this time the T-Bolts were a hosuehold name for reformed heroes, but Osborne did Osborne shit and turned everyone on the team against each other in order to fulfill his schemes.
