AS SOON AS LEVITZ WAS OUT THE DOOR, the order came from above ordering DC to put out new Watchmen books. Either sequels or prequels, so long as they were new books.
Dan DiDio just could not fucking stop Warner Brothers from demanding it. Levitz was the only person Warner Brothers would listen to and not fire on the spot for refusing to do more Watchman books.
And indeed, the poor sales of the prequels led to them spiking the giant size finale (Moloch and Dollar Bill was supposed to be part of a giant size "finale" issue with other new stories, which have yet to see the light of day due to the backlash)

IIRC there was rumor that Geoff Johns did an epilogue story that never saw publication, with the intention of setting up a second round of Watchmen shit (After Watchmen). It would have show Laurie in her new costume, inspired by her dad's costume, introduce a Russian counterpart to Veidt that was seeking revenge for the death of his family in NYC, and Doctor Manhattan contemplating resurrecting Rorschach after talking to Dan about how he murdered Rorschach and whether or not should try to resurrect him, since Rorschach coming back would be a catastrophic event in terms of Manhattan defying the set in stone future, to such an extent that it would permanently rob Manhattan of that ability if he brought him back.

The logic always was that the watchmen was off-limits in desperate hope that one day, somehow, DC could convince Alan Moore to work for them again and do either the Minutemen mini he kept saying he might do or a proper sequel.
DC ALMOST did sequels in 1989 when Moore left DC but with D-List writers. Levitz squashed it soon as he took power and it was around that time, Moore mentioned that he MIGHT come back to do a Minutemen prequel series if he ever got froggy to revisit the Watchmen.
