Batwoman (not risking with an important character like Batman) is trying to get rid of mafiosos, when a new villain shows up in Gotham: a coroner, fed up with the world, spreads, day by day, a toxin on the city, which makes honest people have a stronger sense of survival and makes criminals get sick; the plot would end up with a brawl, that can only leads to the victory of virtue over evil.
The coroner wants stronger inhabitants for a better world, to die in. In order to accomplish his plan, he recruites some deformed henchmen; this will give a grotesque, horror feeling to the comics, which should be black and white, with only some red for blood and hair.
The Question (Montoya) also shows-up and joins Batwoman, damaging Kate's relationship.
