Sugar just gives an overview, a very loose description of the overall plot so that the episodes are related to a main focus. Rebecca can't be behind every storyboarder to assure the story is on track and of course there will always be filler episodes. She's only in charge of the main episodes that drive the show.
That being said, yes s2 has been a disappointment lately.
