This Heathcliff comic is sociopolitical commentary of the highest caliber. The ape represents a crude depiction the African-American community which is making a ruckus with the two garbage cans in its hands, which represent the blunt means that serve as the only way of getting its voice heard (protests and media movements such as BlackLivesMatter.) The ape's puritanical attire depicts the antediluvian disadvantages which the black community has faced from the days of the freedmen until today.
The cats (big corporate fat cats) represent various news and journalism outlets which are rejoicing because of the ratings of such controversy (note how their joyous demeanors contrast with the soulless outlook on the ape.) The ape's jumpy movement pattern denotes the sudden ups and downs the black community faces constantly; the caption denotes that it "TIS THE SEASON" for another push for attention which will spur their ratings.
The owls looking down represent the rest of the American populace, watching as this crazy spectacle unfolds amidst the nighttime, a dark age fueled by corporate-interest racism.
