You can't hand-wave it because the movie is supposed to be mostly about her backstory. It just occurred to me that at the end of the movie, Perseus could persuade Medusa to help him rescue Andromeda without cutting her head off, and accomplishing this convinces Athena to lift the curse. Still don't know what to do about Medusa's backstory though.
