From an investor standpoint, you can make ~$500mil from B-list Marvel hero movies like Ant Man, Captain Marvel and Black Panther since your current A-listers are getting older or need to renew contracts for more money. You can also double the production budget to make likely depreciating returns on an Avengers movie.
Or you can make at least a cool billion on a lower production budget than Avengers by making a Star Wars movie. The choice is obvious which to invest more in in the future and which to devote more ad and toy time to. All aboard the hype train to a galaxy far, far away.

Marketing for Ant Man started so fucking late and the merchandising for it seemed very conservative compared to other Marvel properties despite belonging to the same franchise. The same shit is going to happen to Captain Marvel and Black Panther. Meanwhile Disney's been pushing Star Wars since the first teaser over a year ago and merchandising is in hyper mode. Disney is smart. they know how hype works, their last 3 avengers movies had been about avengers fighting others avengers, this movie only hype will be spiderman so they have to be careful (especially when spiderman only has a really small role). It is, but each movie does need to be self-contained.
Imagine throwing all those characters at you. That would eat up at least an hour getting everyone into place, maybe more. Then following each character as we go along, there would be no resolution that satisfies for Part I and two part movies need that, even if it is a cliffhanger.
The best we could hope for are cameos/brief interactions where we see what Panther, Spidey, DD, Cage, Iron Fist, Strange, Ant-Man/Wasp, and the Guardians are up to.
But to see them all on screen in one movie? Extremely unlikely due to time constraints and budgetary issues.

It's so easy for them these days. They just release a few new still images, and the entire internet explodes, as every "entertainment news" site desperately tries to use that new tidbit to drive up views on their site and ad revenue, and it gets digested into filling everyone's Facebook feeds.
Then a week or two later they do the same thing, and everyone's whipped into a frenzy.
