There were some internal memos from Nickelodeon that were leaked in the early 90's and later corroborated by leaked documents from Cartoon Network a few years later.
These documents seemed to offer clarification on a few minor points in a larger plan to "Sexualize the pre-teens." It discussed more about the implications of this plan than the plan itself, but it was clearly stated in several key phrases that this would make the generations more easy to manipulate and control as consumers.
