I think some people who had that theory thought it made his dumbass plans and general behavior seem slightly less dumb. Also his father in that birthday party flashback was way bigger than present-day Ludo.
But yeah, the lines about him being a father figure to some of his henchmen and the fact that he was shown drinking the monster equivalent of whiskey (or something similar) made the "midget manchild" angle they were going for clear.
