Catbert didn't start out wearing glasses. He was originally a cat that attacked Ratbert. A lot of fans wrote it referring to the cat as Catbert and saying they wanted to see more of him. So then in the comic, Dogbert later decided to give him an HR position, so the cat started wearing glasses and became called Catbert.
And as for Dogbert he just happens to wear glasses, is all.

The episode I always have in mind is the one where Dilbert goes to donate blood and ends making pranks with the nurse throwing the blood bags to people like they were water balloons.
Dilbert was fine when it was about office culture and the inanity of how that stuff works. I stopped paying attention when I realized Adams entire schtick is "I don't understand how this works, so no one does."

Scott Adam's point was Trump's plan is deliberately unrealistic because he expects to be argued down. Starting with a large unrealistic negotiating point and allowing yourself to be argued down to what you actuality want is top level negotiation skills.
