Why have these two's characters remained static through the years?
It seems like with every new incarnation of the gang a new tweak, depth, gimmick or variation is given to Freddy, Velma and Daphne; while Scooby and Shaggy remain exactly the same.
Why?
because they are distinct in both character and dynamic

They're the faces of the franchise, changing them too much might drive some people away so the writers only get to experiment with the others. Same thing happens to Mario

They've had changes as well. Scooby could speak in fluent english in Mystery Incorporated and Shaggy was much more alpha during his red shirt phase.
