That's not how it works. I was at a talk with Butch Harman at the Sony Animation Convention a few weeks ago. Pretty much since FOP is always renewed, they allow him to pitch new ideas. TP and DP were great shows sure, but Nick didn't want to have 4 shows that kept running forever. They bring them to a close and then ask Butch, so what else you got. Then he pitches.
He literally made TP on the SPOT when they declined a fully fleshed out idea. He was like...uuuhhh I got a "character bible" for this other show Im working on in my hotel room. 2 hours later after "looking for it" he typed out the primes for TP. They loved it and here we are.
