yea he's up there. he actually ticks me off in a way, I mean he's ruined Spider-man so many times, practically beyond repair, he was behind the clone saga, he knocked up Gwen Stacy, stole Peter's dead baby, killed several friends including Gwen, locked Peter in a dark dungeon without food or water, the entirety of Dark Reign the list goes on and yet I have never felt like he's gotten his comeuppance, he's never gotten a fitting punishment, he just gets beat up or maybe fake dies then he's back and ruining lives again... theres just something about him that makes me mad at the things he's done and how little punishment he gets.
The same could be said of the Joker I suppose but theres always been something more personal with Ozzy I think that makes it bother me more.

Norman could've done the same thing to Peter all those years if he wanted to. He never did because he wanted Peter to be his son or heir. We're talking about a guy who kidnapped Peter and tortured him time to time. Imagine the Joker chilling at Wayne Manor and popping in the Batcave whenever he wanted, occasionally blowing it up for fun. Imagine Killing Joke but instead of shooting Barbara, Joker seduces and knocks her up. That's what Norman would do.

There's really not much difference between the two. Doom might act more noble but he's still consumed by envy of his hated rival, and tries to dick his rival over for extremely petty reasons just like Osborn. Hell Doom literally self-inserted himself into Reed's life and knocked up his wife.
