Since when is a skirt mistaken for a tunic of a different color? Why is Link giving the V sign? What does he mean by "cut the feed" when they're in a comic? Why did the artist draw the word "flip" when the line showing the skirt being flipped is enough of a visual indicator? What is under Link's sleeves and the hem of his tunic? What is that thing near his neck, a tiny shoulder pad or a mirror? Why does the clock on Linkle turn into a medallion in the second panel? Why are the shadows constantly changing, where is the light supposed to be coming from? Why doesn't Linkle's right arm match up in the second panel? Why is this same arm broken in the third panel? What is Link doing with his left arm in the third panel? Where is Link's teeth and tongue?
The middle panels are broken up to make you consider each piece separately, and eye her from top to bottom.

Chainmail.
The middle panel is cut up to show that they're showing different parts of her. The background is just a wall, and it's normal in comics to have backgrounds change color so it's not stale. It's been a joke that Link is kind of girly-looking for a while now, which is why they made this strip to make fun of it. Clothing and make-up differences is basically so we can distinguish the two characters, who would otherwise look identical. The V and the "Cut the feed" refers to cutting the feed with cameras, and Link is making a cutting motion with his fingers. Some people like onamontopeia (unsure if I spelled that right.) The shadows are because of inconsistency.

They're the little discreet triangles. This is a common practice/technique where cute little noses are made by drawing the shadow or the contour the nose creates as opposed to the nose itself to make it seem little and cute.

It's a Riveted or "Chainmail" shirt. Warriors typically wore these over a cotton or wool shirt called a "Gambeson" because they provided excellent coverage from piercing and slashing weapons without being terrible heavy, expensive or stuffy like plate mail.
You can see quite clearly in this picture Link's wearing three layers: Tunic, Chainmail and than his Gambeson underneath that.

That's a pauldron- purely for aesthetic/stylistic reasons and realistically not serving any functional purpose.

Okay, so, in order.
Middle panel is cut up to represent top-to-bottom reading order and make you consider each body part separately.
Background is plain color - that is pretty common for comic strips. It's in different colors to represent different emotions that Link is feeling when examining Linkle - desaturated brown when he's annoyed, more saturated intense color - yellow - when he stutters and can't think of anything, and the most intense - red - when he's flustered.
Link doesn't have irises in third panel to make his eyes appear bigger to make his desperate facial expression more exaggerated, which is also why he doesn't have a nose - to make his eyes look bigger.
V sign is the scissor sign, when directing it means "CUT!". So, body language reinforces what Link is saying.
The joke is that lnk is starring in a mock-PSA he directed so people will stop bitching about similarity between him and Linkle, and this PSA didn't turn out as planned. That's the story that is implied here.
Drawing the word "flip" and motion lines draw readers attention to what would otherwise be unremarkable detail. Directing readers eyes/attention is extremely important in comics - in fact, that's also why the middle panel is split.
It's scale mail. Google it.
It's a shoulder pad to give him more "armored" look.
Shadows aren't changing, light source is from the ceiling/sky in every panel - look at Link's arms in first panel, then center middle panel, then look at Linkle's coat and hair in third panel - everything comes from the top.
