The fact that his true origin is purposely obscured makes him even more striking as a shapeless force of nature.
I remember reading this story about a man who survived three days in the wreck of a sunken ship inside of an air pocket, where he had to listen to fish devour the bodies of his crewmates before being rescued. That's what I've always liked to imagine how I'd introduce Black Manta in a story. Just open with his as a young boy already trapped in this wreck with no context, sitting with his hands on his head trying to ignore the sounds of his friends being consumed slowly and emotionlessly by the creatures of the same uncaring sea that killed them. I would show the light in his eyes slowly being eaten away with them until the light is gone, leaving dead, pitiless eyes and he sits emotionless until he was rescued. I would then immediately show him ceremonially placing his helmet over his face, and never show him without it again or reference his past. From there he is simply a relentless force
