Mike Judge said that in his mind he always saw it as being Butt-Head's place. Given that they would have conversations about their moms during the music video segments from time to time (Butt-Head even mentioned asking his mom's boyfriend once when Beavis asked if he could stay the night) one would just have to assume that Butt-Head's mom and possibly her boyfriend were keeping the rent in check but were just too neglectful to ever really pay much attention to what Beavis and Butt-Head were up to on pretty much any given day, and likely weren't around a lot to begin with.
Which would also explain why pretty much any money they had got spent on porn magazines and junk food rather than anything practical. In addition to that, someone's gotta be paying for the cable and phone line, again, it's probably all down to Butt-Head's mother and perhaps her boyfriend.
As for Beavis' mother, it's pretty well documented throughout the series that she's a slut, and she also tried to abandon Beavis when he was a kid at Home Depot to run off with some bikers (I think they said it was a Home Depot, been a while since I saw the episode, it was one from the 2011 revival season) so that should tell you plenty about why he'd be constantly hanging out at Butt-Head's place since his own mother wants nothing to do with him.
