It's incredibly obvious that the first and only thought is to tone down the sex appeal.
Whereas for example, a Spider-man redesign? Those things run the gamut of good and awful, but there's thought put into them. Even if it's something as simple as giving Spidey a backpack, because his fans have read hi books and know the jokes he's made about not having pockets.

It started out as a simple design decision when she wasn't intended to be anything other than a alternate universe version of supergirl and when she became a reoccurring/regular character the design was maintained and became something of a in-joke along with the fact that her bust size came about because artists kept drawing them bigger to see how long until editors would stop them.
They later made the in canon explanation for it being that she wanted a symbol that could represent her like Superman's S logo but could never think of one so she simply had a missing piece of her costume.
Ironically the boob window has actually become her symbol and in some of her costume designs it's more clever than others (Amanda Connor's version of her costume uses the boob window and her collar and belt to form a combination for the universal symbols for power and female (in other words "power girl").

From my standpoint, it depends on what they wear normally and how they operate.
I mean, I recently realized that Superman and Spidey's tights are a practical thing: they wear their costumes under their civilian clothes.
Now as men's fashion is predominately covering normally, they can get away with full bodysuits. But if Superman wore Hawaiian shirts and bermuda shorts, he'd either need to keep the rest of his costume in his pockets or start showing skin.
It's the same thing for female capes too. Batgirl (and Batman) tend to rush off to their hideouts and change. They also lack superpowers of their own that is not preptime, so covering up and armoring up a little is a good idea.
And lastly, let's look at Supergirl. She's a modern girl and likes to wear skirts that show some leg and the odd top that shows some cleavage and arm. So unless she wants to have a very different type of wardrobe malfunction, probably a good idea to go with that a one-piece leotard instead of something more modest like this. Unless she wants to flash her secret identity to a boy when she meant to show the goods.
