I think it's mainly because while they may not look like the way they draw, they sexually select for the things they draw. Little noses for example are considered favorable. Asian noses tend to be wider but shorter.
It also has a lot to do with how you draw facial features. You don't hard outline too many things on the face or it implies a steep contrast of light and dark. You would need to paint or carefully color areas to really sell racial features. Note in the last image, the lips and nose outlines are made with carefully selected shades of color, not basic line gestures. Otherwise they'd be too exaggerated. I shouldn't have to explain why a simple line is more favorable to draw than tone shading everything. It's interesting that when in an otherwise 'normal' anime, when an American or European shows up, they tend to have smaller, more "adult" looking facial features compared to the Japanese people.
It also has a little to do with the way Disney influenced original pop culture comics and anime, and how that style was slowly easternized into modern anime. Things like big eyes control facial ratios, which in turn control body ratios. It also had some minor influence on the evolution of each style.
tl;dr - Drawing appealing human faces is universal; drawing specific races is a pain in the ass.
