So, since some characters spend a lot of time in the tower to begin with, and a few probably have to take shifts watching shit at the tower/monitoring things from the tower, there's almost always going to be a few heroes around up there, so is there a cafeteria for them to eat at? Do the really shitty heroes or sidekicks get to work there for pay? Do heroes whose loved ones know their secret identity bring said loved ones up there for volunteer work?

The Suicide Squad episode of JLU showed that there are civilians that work custodial jobs around the Watchtower. They probably have one hell of an NDA clause required.

Sue Dibny, Ralph Dibny (The Elongated Man)'s wife frequently was around the Watchtower with the rest of the Justice League /JLA and knew everyone very well.
