I feel like Orson acts as a sort of the prototype for Eli, if that makes sense. The series as a whole has various archetypes it likes to cycle through (as well as the actual same characters reappearing after a time jumo) - although in issues like #21 or Amy Racecar Lapham takes a detour from the normal conventions of what these characters should be like, or even what a crime noir should be like.
I mean personally the interesting thing for me is how everything flows into the events of #1.

Oh no, I felt the same way, or - rather - that Eli is an Orson without the inherent bravado and/or courage.
Eli is more of a coward and shows signs of pettiness, slight points. Plus, he takes the easy route.
In complete contrast with Orson - who always DOUBLES down.
Highlighted when Orson and Beth argue about him just going to college, and with Eli it feels passive agressive, but with Orson - he just can't help but mean it
