You could try demonizing some of the Japanese military leaders, who thought Pearl Harbor was a good idea, who didn't give a shit about the rape of nanking, and who pressured the Emperor into trying to get Japan to die in battle rather than surrender, but none of them had a cult of personality or are even referred to by name a lot of the time.
