Reversed Hobgoblin in Axis was the best good one though and I wish they kept him instead of Sabertooth.

True, but technically he, not Zod, is known better for being "evil"/"reverse" Superman. Zod doesn't really have much presence for movies, neither of which is remembered particularly well, and in the comics he never was a big deal (so much that in the 90s they tried to make him a different villain altogether); meanwhile Bizarro is easily among the most iconic supervillains from outside Batman's rogues gallery.

While I agree, I personally think it's good to have a "hero but evil" villain in every rogues gallery as it makes it easy to explain which decisions exactly allowed the hero to become who he or she is and how could it go differently. There are only a few cases when such a villain was enough to be suitable for a nemesis.

When written properly, Bane is basically Batman born in completely opposite conditions.

The Joker is actually a pretty good antithesis to Batman. Batman wears a lot of muted colors and generally prefers to lurk rather than strut about, while Joker wears a bright purple, extravagant suit and has an outlandish hair color. He talks and laughs with gusto. Batman is also at the peak of the human body, while Joker is some skinny weirdo. And just for kicks, Batman has a very dramatic, tragic backstory that defines his whole identity. Joker has hardly anything at all, and simply is.
But despite this, they're really similar. Both of them are straight-up insane. They both utilize a lot of theatrics to create their respective images; Batman with his cape and acrobatic stealth to frighten his opponents, and Joker with his uncomfortable up-close-and-personal personality for a similar effect. And both of them are devoted beyond anything else to their goal.
It's kind of neat to look for villains that aren't exactly dark mirrors to the protagonist. Funnily enough, Joker is more like a fun-house mirror of Batman: a twisted, out-of-shape anomaly that while not the same thing, is made of the same stuff.
