Ollie's skills have never been expanded upon, really. Hell, even in the 1 year later arc where he goes to train with a man named Natas what he trained was his one-on-one fighting skills.

This guy, trained to be a legit archer at a circus, trained by swordsman, then eventually trained by captain america. Never lost his arm. Led the thunderbolts, led the avengers. They made him a shell of his former self recently, thanks Fraction.

Probably Hawkeye. Even in the Avengers/Justice League crossover he overshadowed Green Arrow and took his woman to boot. He literally saved the DC Universe from Dr Doom.
