The showrunners of Billy and Mandy were smart enough to use Fred only sparingly so that he wouldn't become obnoxious. (Not counting the commercials with him in them.)
He's literally only had only one real starring role while the other times he's shown up he's just there for brief comic relief.
The Fosters showrunners spammed Cheese at every goddamn opportunity, with him as the focus of several episodes where he only exists to make everyone else miserable.

While both where annoying, Goo at least knew that she had a problem, and tried to keep it down every once in a while, and at least had a reason to be a reappearing character.
Cheese was a one off character that got force into the show after his first episode for no other reason than the creators thought he was funny, while no one else did, AND he didn't ever try to better himself due to him being to fucking retarded to know that he was a piece of shit that nobody likes. He's worse than Bendy, because Bendy at least stayed in the one shitty episode with him in it.
