Well once upon a time they DID do just that. It was called Young Justice and it was great. Better than NTT and all Titan stuff after that, and it was going on when Dick and that general generation of heroes was going on. Unfortunately they "graduated" those YJ kids, ignored everything else about it, put them on Teen Titans and made them darker and edgier. Mind you this was in 2003 when that cartoon started back up.
Honestly I think they know Teen Titans are shit and are just afraid of doing anything to take what stable sales they have away. That's why Tim isn't allowed to go to the batoffice and have a solo or why they don't try a second teen book.
They DID have Ravagers near the beginning of the New 52 but Beast Boy and Terra were the biggest names in the book, and it was mostly terrible writing. So it didn't last long.
Which is a shame cause the premise could've been interesting had Lobdell not had a hand in all the teen heroes' assholes.

I have an idea for the New 52 Superboy Prime, make it so Clark and Lois from Pre-nu52 continuity begin to die due to not being in their native universe for too long (see heh it's just like in Infinite Crisis) but their son isn't affected due to having been born in a planet that was a mishmash of different universes. We have an arc about him trying to save his mother and father by begging for help from the new 52 heroes. They try and try with all sorts of methods but they fail and Clark and Lois die.
In a fit of rage their son tries to use a time machine to prevent the new 52 from ever happening but the heroes try to stop him since it's too dangerous and inadvertently cause the child to be stranded in the timestream. He eventually comes back older and calling himself the real superman and wants to restore his mother and father's continuity in hopes of bringing them back.
