Depends really, I would say compared to a guy I would put on more body fat before I would put on the muscle. After a while my body stops doing that, otherwise I would have been screwed lifting all the shit I do up bad scaffolding because they love giving me the awkward jobs.
Generally girls don't want to appear butch because of mostly aesthetic reasons. It's not impossible, they just don't want to so they try to build up compact lean muscle while dieting. And yes, it annoys me too that some work forces will give lighter loads to women.
