OP, you can solve problem number 1 by not watching shitty school dramas.

Problem number 2 is actually pretty funny, but is a little too easy for shows to take too far to the point where it's just annoying. Case in point: Star Wars main book had this exact issue, with Han Solo's "wife" Sana Solo introduced in issue 7, and Han constantly interrupted while trying to explain until finally getting a chance to explain in issue 11. It really shouldn't have been put off this long.

TL;DR: Problem 2 is fine, it's just often mishandled.

Problem 3 is the worst you've presented, but is unfortunately a borderline-necessary sin of ongoing shows. Characters have to retain a certain sense of identity, and since a given show usually has multiple writers rather than just one, it's usually easiest for writers to just dismiss apparent development and keep everyone as they are.

There's nothing inherently good about a bureaucratic process.
It's great for those times when the people you employ are evil, incompetent, or just human. Law enforcement is a tricky business, and it's inevitable you'll have a whole bunch of false positives, so it's good to have a system in place to ensure only the people who are REALLY guilty get punished.
But, it's still just a means to an end. If you have some other way of ensuring the innocent are protected, you don't really need an actual justice system.

And if you're a masked vigilante, you've already demonstrated that you think you can do the job better than the cops. If you trusted the system, you'd have put your superpowers to use doing something other than fighting criminals. You know, gotten a real job. Capes are people who are willing to completely ignore all rules and social norms to do what they know is RIGHT. If laws are standing in the way of RIGHT, then fuck those laws.
