It was the beginning of overseas animation production for American cartoons. AKOM was a big Korean company started by Nelson Shin to produce overseas animation for shows like G.I. Joe and Transformers. Unfortunately, AKOM was pretty rough for the first 5 or so years, so their quality was usually poor.
I'd chalk it up to possible language barrier differences at the time or just general bugs in the system before overseas animation became the end-all-be-all of American cartoons.

There's this one still cell that just tweens across the screen in one episode, and the girl is covered in red marks that aren't explained and aren't visible anywhere else in the episode.
It's probably just really bad paint work but because of the pose with the guy gripping her wrist, what's meant to be a couple running away from or towards something ends up looking like something far worse.
