I hope that the introduction of a two-parter sets a precedent for the series; more in-depth, longer episodes with greater consequences and more rigid continuity. Whatever happens at the end of The Disaster is not going to be undone by the next season.
I think this is a good thing. It doesn't necessarily mean a greater emphasis on relationships or the like. But it could be; because Regular Show's continuity, for example, is almost entirely based on the foundation of Mordecai's and Rigby's relationships. However I don't think this is the path Amazing World of Gumball is going to take; it's just not that kind of show. Penny and Gumball will stay together and while there might be drama, it won't ever result in their breakup or anything severe.

Someone like Sussie might get an episode; but it would happen only once. Then again, she did break her whole shtick thing in 'The Question' and spoke normally to Gumball and Darwin.
Honestly, I kind of watch the show for the background characters. They are just so diverse and fascinating, in every measure. I don't really like the family dynamic; it comes off as pathetically dysfunctional sometimes. Sometimes I feel the tropes have all been overdone. I know Ben is trying to redeem Anais and Richard, but that's gonna be tough work.

You got a point on Richard and Anais as underdeveloped. I also find the amount of budget and passion from the developers and fans are also something to consider. Fans may like Teri, but developers hard to find good material to evolve with her. There is character like Susie you pointed out, may have a great potential to use since the whole series is extremely random, plus, she is really easy to animate, but Susie does not even have a proper major appearance yet for strange reasons.
