No. You're not getting it. His eyes are completely blind, he doesn't see anything with them. The "world on fire" is a sensory composite of his remaining, enhanced senses (olfactory, hearing, touch). Because he had sight for nine years, his mind still forms "images" he could describe to a sighted person, but they aren't formed by the same process at all.
