Decommissioning always meant 'Leaving/Being Forced to leave the KND' in exact terms, with the connotation of having your memory removed because that's the most intimidating part of the process.

All we know is that Nigel apparently went missing or into hiding after straight-murdering Father's adopted children.
The interviews were an attempt at finding Nigel so Father could exact revenge.
The decommissioned KND fed him a story about the Galactic KND, meaning father would leave earth and search space for Nigel, allowing him to return to active duty/leave hiding.
Unless there was actual mention of the galactic KND outside operation interviews this doesn't make sense.

I never heard much about /a/ hating Gurren Lagann. I suppose there's probably a sentiment of casuals loving it and praising it as the best anime of all time with no peers having never watched other mecha anime in their lives.
KLK I don't think has overly negative reception either, but more so than GL, and it has the same problem as GL on top of not quite being as good as GL among other things.

We watch anime year round, from one season to another. We don't just watch the best of the best, because then we'd probably only watch one show a year.
KLK was an entertaining watch when it was airing. And that's all it needed to be.
