He's a guy that threw one of the people helping a lot with the rebuilding under the bus while recruiting Rattrap, spends resources trying to mine an ore from Metroplex, and ordered to raze ghettos while trying to find a serial killer. At the same time, he is also the same guy that has been pushing to rebuild Iacon outside of Metroplex, showed some type concern towards Cybertron when the Nectrotitan was attacking and when Metroplex was activitating his space bridge, and possibly the largest employer for former 'Cons, if Barricade, the Terrorcons, and maybe the Badgeless is anything to go by. (I have a feeling the Badgeless will turn out to be mostly former Decepticons.)
He's an awful person and his motivations are selfish, but we probably need to see more of what he's doing. From the look of things, he's not completely terrible, but his priorities and efforts are being put too much into militarization, control, and creating an empire.

G1 Prowl was very good at calculation (he can "track over 800 objects and calculate their trajectories") and had a rational, by-the-books personality.

By letting the bodies decay beneath ground, you run the risk of that mercury and other chemicals contaminating groundwater supplies, especially in places like where I live, where groundwater is the main source of drinkable water. Also, organism like worms will not nest or consume the toxic flesh of an embalmed body. Many earthworms don't actually eat decaying animal proteins anyway. Underground, most decay is done by anaerobic bacteria, as there is not enough oxygen down there for many organisms to thrive. Maggots will eat decaying animal protein, but these are obviously fly larva introduced to a body above ground. They, too, would be poisoned by the embalmed body. Now, maybe bodies are not as heavily embalmed where you live. Here, we preserve the motherfuckers like you wouldn't believe, so chemical contamination is a huge potential issue.
