For me, it doesn't count until there's a kiss on-screen. After that moment it would've become undeniable, but it didn't happen. The ending was ambiguous and people are probably supposed to make up their own mind on it. Bryke have done this before; they throw in some cutesy bonding moments between the characters and then giggle as the fandom goes nuts over those scenes.
I'm just happy that the Sato scene earlier was not pointless, and the guy got a reappearance and a redemption. It's nice how this book worked on the portrayal of villains in general. Korra and the audience got to have more sympathetic looks at Sato, Zaheer and Kuvira, instead of just dismissing them all as pure evil like before.

The new avatar series in general have been absolutely terrible, I loved the original series, but korra have been a HUUUUUUUUUGE letdown. The characters are bland, the plot is bland, the animation is bland, everything about it is just... bland.
