It doesn't really matter. It's a collection of various scenes from a huge political superhero epic. The parts that interested Adam anyway.

The big joke is that this is how Manhattan saw Watchmen happening. It's loaded with asides and distractions. If you want to fully replicate the experience, you need only flit between any part of the book you wish. The past and the future are places you can travel to with the turn of a page. The page is a door.

Harley wanted to undo the curse the Gentry put on Earth-4 after he murdered his father, the first superhero by dying and then getting brought back by Adam

Sergeant Steel, a Gentry agent, aimed to sabotage the plan by having the scientists murder or neutralize Adam with a black hole so he couldn't bring back Harley. The deaths of these scientists are what the Question is investigating.

Though Adam was off the board, Peacemaker goes ahead with the assassination because Algorithm 8 has worked out flawlessly since then. His last action in the comic proper implies that he knows who the Sergeant really is and that the good guys might still have a shot at taking the Gentry down.

Nora knew about the Algorithm. She was as dangerous as her beau to the Gentry's plans. Investigating her murder clues the Question in on both the equation and the scheme. Both of which he alludes to during his conversation with Blue Beetle.

Blue Beetle was pursuing the Question because Vic is a murderous lunatic. The latter also implies that Ted is working with the bad guys now and he knows it.
