This is an unrated post, but it's a sad one.
Back in 2010 I rewatched this on Netflix a little bit. I really think the Pidgeon homeless person comitted suicide. He just flew into the sunset with his birds. I think he jumped off the building or just went missing and Arnold imagined it as that ending. He was just a homeless person they die all the time. It's not that farfetched.
There was also a shutin/agoraphobic guy renting from their apartments. I think Arnold imagined him as a spy or something. I'm a shut in myself so that's why I noticed it.

He just pushed Beepers because they were his most successful product and he was probably the biggest dealer in the area. (Quite possibly the only dealer when all was said and done. So he might even still be selling them today.)
Helga had a cellphone since the start of the show, if memory serves. I remember her using it around the beginning once or twice. We also see her family has cellphones as well, which honestly weren't that common in the mid-90s.

Ever been to a hospital? Nearly all doctors still use Beepers because of their low technological impact. Hospital / Medical equipment is tested against beepers and wasn't until not long ago tested against cellphones. Some hospitals still tell people to turn off their cellphones. Also Beepers can't be hacked easily, and are less likely to have problems because they are a single task device. They are still sold, but primarily only to people in the medical field.
For those that are still in the business of beepers (limited as it ever was) this is basically all that's left of their market but there's still enough there to justify it.

In Lila's debut she fell for Arnold and confessed that she liked him, but he turned around and and rejected her. She was devastated (Most likely a problem with rejection), but the next day Arnold realized that he DID like her and went to apologized and tell Lila that he was attracted to her. The source of her potential (and supposed) abuse was never conclusively aimed at anyone. It could have been her deceased mother just as easily. We never learned much about her, and the few times we saw her dad there seemed to be nothing which could serve as even circumstantial evidence.
In general some fans (myself included) find the theory that Lila suffered from psychological abuse which leads to her particular mannerisms of speech unlikely. But I don't rule it out and given the depth of writing in the show in general, the theories posited by other fans are at least half reasonable.
