Generally cartoons fuck up primary relationships to the point that people grow to hate them. So the only ships left are secondary relationships that haven't had enough screen time for the writers to fuck up, these ships tend to be oddly popular because it gives creative types the chance to fill in the blanks.
However there is one type of primary relationship that tends to be very popular with shippers, and that's the relationship between relatives. And the reason it's popular is pretty obvious, you have two characters who are around the same age and who care for each other and depending on writing might even look like they're flirting but they lack the pointless relationshit drama cancer that infests so many cartoons.

I liked how I was sitting watching that one Halloween episode where Thomas loses the bet at the end and must wear his pizza costume until thanksgiving dinner.
The whole thing happened as just a last second episode gag, but I was surprised to see that in the next episode he makes a cameo IN the costume, I think that was a really nice touch, and I actually chuckled. I was not expecting that.
Regular Show actually does have alot of little moments like that. They just need to get better plots.

Well, she's not exactly a sex bomb, so she's not going to be high-maintenance, and neither she nor Rigby are primarily motivated by romantic or sexual impulses. She finds him charming and fun, I suppose. Probably see in him the same thing that Mordo sees as a friend, but due to gender gap, it has a romantic component.
He's emotionally stunted, though, and she's not pushy, so the relationship will develop at a snail's pace, which it has. Recent episodes have explicitly stated that Mordecai and CJ's relationship has pushed Rigby out of his "bro" comfort zone, so he's spending more time with her.
The real question is, what would a long-term relationship be built on?
