1) people can draw in different styles, literally every western artist with any skill can draw anime characters. Most anime is specifically designed to be drawn by anyone without difficulty (Korean sweatshops).
2) people's styles are usually melds or evolutions of their teacher's/idol's art style. If those influences are Japanese, it makes perfect sense for their art to be in the anime style.
