Why did these movies have such shitty villain designs?

Because despite the second one having an incredible and accurate comic book spider-Man design they dont recognize the blatant inconsistency of then being embarrassed over the villain designs and thinking they are too silly even though they are just as ridiculous and stupid looking as Spider-Man himself.

By my standards anyway everyone unanimously agreeing that the Spider-Man costume looks fantastic despite it only being tights is evidence that people want more costumes like that instead of making everything stupidly over complicated or not even resembling what its supposed to in the slightest.

Post accident Electro looked completely fine, its just they did nothing with him and the performance killed it.

People keep posing it like they were somehow paying tribute to Lizard's original design and you're giving them too much credit because the similarities stop there and i bet you never even read original Lizard comics because he was shit at first and nothing else in the movie respects Stan Lee's Spider-Man run.

Its much more likely they didn't have enough faith in the performance and audience that they felt the only way anyone could connect would be with a human face and that kind of thinking is patronizing.

To be fair, Harry's armor in ASM2 is immeasurably better then the outfit in SM1 even if neether are faithful to comics, and even if we dislike his make up and hair, at least he is more expressive then the stiff ass mother fucking mask we got with Defoe.

All they had to do was tone down the ears alot, make the green skin a bit darker and the eyes just a tad smaller, and finally have the purple cloth come down towards his forehead a bit and this would have been perfect.

This exactly. I bought the special edition of ASM1 on discount since I didn't see the movie and watched the special features.
They made Lizard like that since they feel it would emote better than the snout face.

As such they would rather have their own conceptual artists work on the films, despite how uninspired they look. It a way that Sony can make them selves known, through brand recognition that "Sony's The Amazing Spider-Man" is the legit one.
