Venger was phoning it in every day. The real mastermind antagonist of that show was Dungeon Master. Enigmatic little senile dwarf who kidnapped kids to pit-fight a devil middle-manager and DM's pet dragon-mutt.
I'm gonna say Sinestro. He was kicked out of the G.L. Corps because he wanted the Corps to use lethal force and intimidate people into obeying the law. Later, he forms the Sinestro Corps, and pushes the Green Lanterns to finally exact capital punishment, and he makes sure that everyone knows about it. Sinestro eventually got what he wanted: for the Green Lanterns to be feared.
He always has a plan.

The best he's ever done is take out a subprime Billy and killed Prismo, but he's never really accomplished any of his true goals.
His only saving grace is that he's proven almost impossible to get rid of, and eventually he might just get things done.
Raised an army and murdered entire countries before being defeated by a bunch of kids
And even then, he did something the God of Time himself said was impossible. If not for that impossibility holding his plan back, he probably would have succeeded anyway
He pretty much rules a huge portion of the planet until the end of the series, so he certainly got a lot done.

I was going to post Squadron Supreme, but couldn't figure out who the real villains were. Nearly everyone thinks they're acting in the best interests of humanity. Nighthawk is in the right, and even he compromises his values on multiple occasions.

Every time he was on screen you knew someone was getting his shell kicked. It always took the combined force of all the turtles + Splinter just to stale the guy. They managed to "take him out" twice and he STILL came back, even from being decapitated, and was never less of a threat after those defeats. Hell, his plan of salvaging Triceraton technology to build a space ship and leave for the stars actually SUCCEEDED despite the combined forces of the Turtles, Fugitoid, Leatherhead and Bishop and his whole army trying their best to stop him.
Speaking of Bishop, here's another villain that got shit done. Hell, he remained undefeated for so long, he actually lived over 100 years, enough time for him to turn into a GOOD GUY on his own.
