The joke doesn't work if you're that simple and straightforward with it. Self-aware humor only works when you're actually doing something with whatever it is you're aware of; if you just have it show up to tell a joke about how stupid and bad it is, then all you've got is that one joke.
Also, it needs a setup; the joke with Dick Dastardly doesn't work if it's his first appearance in the series, only if you've seen him cheat several times before and have had time to wonder about the logic behind it.

Wacky Races and to a lesser extent Dastardly and Muttley are the only H-B shows I really care about, so I'm kind of looking forward to seeing what they do with this.

That is not even the first attempt to make a modern Wacky Races, does anybody remember Penelope Pitstop GT? It may seem crude by modern standars. But it was the best you could do on web animation in the late 90s.

I think because Wacky Races was one of the few western cartoons they got on TV during the 60's/70's. I don't know what other H-B shows they got, if any.
They also go nuts for Tom & Jerry.
