I mean, they were his opposition in the very first issue of ASM.
It wasn't perfect or amazing, but after the end of BTAS and STAS, kids wanted something more. Kevin Conroy returning as old Bruce kind of sealed the deal in terms of being the official successor to original cartoon. You can still see some of that "EXTREME" 90's gloss that was on everything at the time, but it honestly turned out OK for what it was.
Return of the Joker and the epilogue of JLU were decent tie-ins to BTAS as well.

Inspiration more than ripoffs.
Inspiration, is clearly there - Inque was clearly inspired by Venom and Sandman, Spellbinder is inspired by Mysterio, Falseface was inspired by Chameleon, Derek Powers is inspired by Kingpin (Green Goblin? really?), Terrapin is the Rhino, Repeller by Electro, Payback by Punisher, Willie Watts and Golem by Doctor Octopus, and Shriek by Shocker and, well, Shriek - but they all take general concepts of those characters, and take them in completely different and creative directions.
People draw inspirations from other sources all the time, so when trying to make a teenage hero, Spider-Man seemed the obvious choice - so they decide to skip the boring exploration and simply decided that Spider-Man already did that, so they can borrow their homework, so to speak.
