I'm pretty sure they just don't know how, not yet anyway. According to Liz's vision back in King of Fear the bureau is supposed to become some kind of world army complete with power armor, helicarriers and apparetly a returned Hellboy (!) so I'm sure if that comes to pass they'll mass-produce it. Still in the end they lose even with all that stuff so I don't know how effective they'd be. Menman Saa also wanted 369 suits/vril monsters back in Lobster Johnson so I suppose one can...
